This study identified the causes of construction delay, the effects of such delay on stakeholders
and possible remedies. This study was carried out based on questionnaire survey. A total of seven
stakeholders made their contributions to the construction delay, causes and effects of the
construction delay were identified. One hundred and eighty copies of questionnaires (180) were
distributed to the respondents in the selected Local Government Areas and Ministry of Works
using random sampling techniques. Data were analyzed with Relative Importance Index (RII) for
ranking factors and categories according to their importance level on delay. Analysis of variance
(ANOVA) was used to test the two hypotheses of the study. The three most important factors that
caused the delay were lateness in design revision and approval of design documents RII= (3.45),
delay in sub-contractors work with RII= (3.42), and poor communication and coordination RII=
(3.47). Contractor-related causes were ranked the most significant group that caused delay,
followed by client-related causes and consultant-related causes. Time overruns with RII= (3.65)
and total abandonment with RII = (6.80) were the common effects of delay on stakeholders. To
rectify delays in building construction public projects site management and supervision with
RII=(3.80), effective strategic planning with RII= (3.78) and clear information and communication
channels with RII= (3.70) were identified. In conclusion, recommendations were made that there
should be frequent coordination of construction project between the parties involved, lead
consultant should ensure that there is timely, accurate and adequate communication between all
stakeholders during pre-contract,sub-contractors should not delay the work on site. |
