dc.description.abstract The importance of projects achieving the purpose of their creation cannot be over emphasized. Monitoring and Evaluation are the tools used to ensure projects achieve the purpose of their creation. The focus of the project is to assess the effectiveness of monitoring of building construction projects in Ondo-State and to measure the level of compliance to building standards and sanitation as put down by the Ondo State Ministry of Housing and Urban Development.To measure the effectiveness of monitoring in Ondo-State, three processes were used and ranked based on their Relative Importance Indices (RII)- logical project framework(0.516), inspection by relevant authorities(0.473) and testing of materials(0.399). The implication is that testing of materials was almost absent-not put in place. These results would have been better if monitoring was effective. To test the level of compliance to requirements and building sanitation as required by the Ministry, Sum, Mean and RII were used based on the respondents’ responses. Construction of fire escape ranked highest with the RII 0.50, while the least ranked was the well with the RII 0.83. These results showed that people did not comply with the provision of fire escape construction as expected. Todetermine the relationship between monitoring and performance evaluation Regression Analysis and Chi-square were used. In the Regression Analysis the value of r square was 0.695, this means that 70% of variation ’level of compliance is explained by monitoring and performance evaluation’. The value for the F test of the model was 89.643, this shows that the model worked perfectly. The Chi-square value of the association was 94.031 with 1 degree of freedom and significant probability less than 0.001. These results showed that monitoring and evaluation affect the performance of building construction projects.The Study concludes that monitoring and evaluation are indispensable tools to the attainment of project objectives. The study therefore recommends that the Ministry should be strengthened with more personnel to ensure effective monitoring and material testing should be made compulsory to reduce the incident of building collapse. en_US
