Abstract:
The study is to assessed project planning, execution and controlling tools used in project delivery in Lagos state, Nigeria, while the specific objectives were to: assess the effectiveness of planning tools used in construction project delivery, assess the effectiveness of execution and controlling tools in construction project delivery, assess the effectiveness of evaluation and monitoring tools used in construction project delivery and to assess the effect of planning and execution tools on timing and quality of construction projects. 105 copies of research questionnaire were distributed to the respondents in Lagos, 70 were completed and returned, representing a 70% response rate. The returned copies were scrutinized for errors, omissions, completeness and inconsistencies. Sixty-two (62) questionnaires were found to be adequately completed. Mean item score, percentage distribution, analysis of variance (ANOVA), Chi-square and T-test were used for analysing the collected data. Findings show the scope of work to be performed as a planning tool must be clearly defined has the highest effect on project delivery in construction projects with a mean score of (4.46). The project controlling tools that has the highest significant effect on project delivery is communicating the project status with the client (4.42). The study shows that analysing the project network or model to determine project duration and identify critical and non-critical activities exerts the highest influence of planning and execution techniques on timing and quality of projects with the mean score of (4.41). The analysis shows that p-value is greater than 0.05 (95%) confidence level for all the evaluation and monitoring tools used and also the means are significantly different from each other. The study concludes that communication among stakeholders on construction projects is essential for prompt project delivery. The study recommends that public construction projects should not be awarded based on party affiliation or relational terms.
