dc.description.abstract |
The study appraised the implementation of land use regulations on commercial property development in Ilorin, Nigeria with a view to providing information that would enhance the supply of compliance and sustainable commercial properties to the market. To achieve the aim of the study, the following objectives were addressed amongst others; identification of various land use regulations provided for commercial property development in Ilorin; assessment of the level of implementation of land use regulations; examination of the factors affecting the implementation of land use regulations as well as examination of the impacts of land use regulations on commercial property development in Ilorin. Data for the study were collected through the administration of structured questionnaires on 110 and 39 selected landlords / occupiers of commercial properties in Gambari-Ipata-Emir’s road from Amilegbe junction to Ita-ajia area and Government Reserved Area (G.R.A) Ilorin respectively; six (6) Heads of units in Kwara State Physical Planning Authority (PPA), Ilorin, and twenty-six (26) principal/managing partner of Estate Surveying and Valuation firms in Ilorin. Data collected were analysed using descriptive statistics of cross tabulation, weighted mean Score (WMS), and inferential statistics of Nominal logistic regression analysis, Mann - Whitney U Test, Independent Sample t – Test and test of hypothesis. The study revealed that various land use regulations available are less effective in application in Gambari – ipata - Emir’s road compare to G.R.A. as most of the regulations have average mean value greater than 3. The research further revealed that the p-values were all greater than 0.01, in the regression output the two values 0.043 and 0.057indicate the variability of the compliance or non-compliance with land use regulation and explains the impact. The study accepts the null hypothesis that land use regulations compliance does not have significant impact on commercial property development in the study area with the positive B value of 0.349, 0.057 and 0.169. Regarding factors affecting implementation of land use regulations on commercial property development the research revealed that political interference with 64.20% and socio-cultural reasons with 70.10 % are the major factors affecting implementation of land use regulations in the study area. The study conclude that there were hindrances to effective implementations of land use regulations, and if not corrected will continue to affect the welfare of the citizens, ease of commercial activities, will lead to falling in commercial property’s rental value and urban aesthetic value and increase in externalities. There is the need for concerted efforts to solve these challenges in such a way to enhance the supply of compliance and sustainable commercial properties to the market. The study therefore recommended among others; constant advocacy/awareness and enlightenment on the welfare benefits of compliance with the land use regulations to the society. |
