Abstract:
The study assessed the impact of continuity in governance on road projects undertaken in Ondo
State Ministry of Works and Infrastructure. The study focused on the effect of continuity in
governance on road projects delivery with a view to determining the factors hindering effective
road projects delivery in the study area. The survey research design was adopted for the study
through the use of questionnaire. A total of one hundred and forty-seven (147) were distributed on
the targeted population. The data obtained were analyzed using frequency, percentage, standard
deviation and mean item scores, while objective three was analyzed using the Multiple Linear
Regression. The results showed that 24 road projects were executed by the Ondo State
Government from 2003 to 2015 and out of which eight (8) roads projects are in a fairly motorable
state, while a total of six (6) road projects are in a deplorable state while a total of two (2) road
projects have been abandoned. The analysis of the second objective showed that all the five factors
measured were found to hinder effective road projects delivery as evaluated in the study, with
corruption and ineffective leadership being the most prominent factor hindering effective road
projects execution in the study area. The outcome of the analysis of the third objective of the study
showed positive and significant relationship with continuity in governance variables; policy, role
and influence on road project delivery. The R2
value is 0.284 which is an indication that 28.4% of
the variation in road projects delivery at the Ondo State ministry of works and infrastructure is
caused by the change in governance. The study concluded with an implication that government
should focus more on improving policy, roles and influence as these factors were identified to be
predictors of road project delivery in the study area. The study therefore recommended that
government should make a considerable effort to quantify the number of existing road project
infrastructures as well as establishing state maintenance board in order to combat the challenges
militating against the successful execution of the uncompleted and the abandoned road projects in
the State.
