Abstract:
Water is essential to life and its importance to the survival of all living beings cannot be
overstated. Utsev and Aho (2012) asserted that water is the most important resource to
human beings after air. It has been established by researchers that while man can survive
for months without food, it is hardly possible to do so without water. Water is therefore, an
essential commodity upon which all life on earth depends (Ugwumba and Agbo, 2015).
The fact that water is highly essential to life and that its adequacy is central to civilization
has been attested to by the Federal Republic of Nigeria – FRN (2004). It was noted that
of the five basic human needs (water, food, health, education and peace), water is a
common factor among the other four. Ntegwe (2005) considered water a natural resource
of fundamental importance which supports all forms of life, creates jobs and wealth, and
without which life on earth may be impossible.
