...The Federal Universities of Technology Decree 1986 empowers the University to grant
degrees, diplomas, certificates and ether distinctions, as well as to award medals, prizes
and other titles. It also provides that the Chancellor shall, in relation to the University
take precedence over all members of the University and when he is present, shall preside
at all meetings of Convocation held for conferring degrees....
