PERFORMANCE EVALUATION OF PORT CONCESSION MANAGEMENT UNDER PUBLIC PRIVATE PARTNERSHIP IN LAGOS STATE, NIGERIA

dc.description.abstract This research studied the performance of Port Concession Management under public private partnership in Lagos State. The study assessed the throughput of cargos and average turnaround time in the port for Pre-Concession and Post-Concession period at Tin Can Island Port. Also, identified the factors militating against efficient seaport performance. The population of study include all the port workers and users of the five selected private terminals for study which are JOSDAM, PCHS, TICT, FSL and PTML which make up a total number of 2200 personnel of which 220 (10%) sample size was selected for the study. Out of the 220 copies of questionnaire distributed to the respondents, only 178 was valid and used for the analysis. Both descriptive and inferential statistical tools were used. The study ranked the three major factors militating against efficient seaport performance under public private participate initiative which are "Unavailability of functional cargos handling equipment" (7.8%), "Inadequate port infrastructure" (20.2%) and lastly " Lack of Electricity"(16.9%?). The trend for the pre-concession period at Tin Can Island port started with a low throughput in 2002 recording a total a cargo throughput of 2,221,104 metric Tonnes and which increased in the year 2003 which indicate a total cargo through put of 2,590,799 Metric Tonnes and a higher cargo in the year 2004 which recorded a total cargo throughput of 6,983,906 Metric Tonnes. Port Concession has significant effect on average turnaround time and total throughput of Cargos in Tin Can Island Port with the study generating Chi-Square values of 0.45 for effect of port concession on turnaround time at the port and 0.35 Chi-Square value for effect of port concession on total throughput of cargos. Based on the above findings, the researcher recommends among others that De-bureaucratization of the cargo clearing process at the ports must be implemented. Finally, administrative bottleneck and cumbersome documentation processes should be removed so as to improve the average turnaround time. en_US
